Water tank

The 1980 Hunter 36 has covers screwed over the top both Port and Stbd Water Tanks.My tanks are slimy and black; have been for at least two seasons.Should I (can I?) remove the covers and clean? or should I remove covers and replace tanks completely? or will your cleaning technique make these tanks potable without removing the covers?Thanks. Yes, no, yes (but only partly)

Remove the covers and scour out the tanks. Then follow recommissioning procedure to clean out the plumbing. If the plumbing is as bad you say the water tank is, the bad news is, you may need to recommission twice...but the good news is, you don't have to fill the tank the second time...only enough to fill up the plumbing. Replacing the covers: I dunno how it's been secured, but if it were mine I wouldn't use any sealant. Instead, make a rubber gasket (material available at most hardware stores) and use screws to hold it down. The gasket will seal better than any sealant, and will also allow you easy access to the inside of the tank again if you ever need it.
