I have a Racor 110. The spec says it will hold 1.2 ounces of water. What
happens if more water is in filter. What would the symptoms be.

The first symptom is the engine stops running. Draining water from a fuel line isn't fun. Draining any water trap should be routine maintenance.

I would suggest getting a larger water seperator racor. Maybe a 120 or larger.

I agree. The model 110 has a metal bowl if I remember correctly and you can't see if there is water inside. Replace with a larger filter with a plastic bowl and a hand-operable drain fitting. While you are at it, choose a Racor that uses easily available and less expensive filters. I chose a model 215 and the filters are not common and are $25+ each. In retrospect I could have made a better choice.

If the PO got the optional metal bowl option it is probably because the filter is in the engine compartment. DO NOT use the plastic bowl if the filter is in the engine compartment as it tends to get soft with the heat and leak. the instruction manual speaks of such warnings

Our HV'36 came with one of the R110 filters. Because of space constrains I opted for the R120's. I built a manifold so I can switch from one filter to the other my moving a couple of valves.

The larger filters are actually cheaper than the 120's. (go figure)

My OEM filter was a 110 and it was not in the engine compartment. But your point is well taken.

Also, as I learned this spring, it needs to be as low as possible in the system to pull out water.

The O-ring on the filler cap must be in good condition. A mechanic told me this is usually the source of water in the fuel tank. I change mine every couple of years, keep a bit silicone grease on it.
