Saw the two hoses in the picture. Questions for you. HOW many hoses do you have coming off the motor? Seems to me, if there is only one set of hoses exiting from and returning to the heat exchanger/thermostat housing they could be the ONLY hoses used for water heater. Where do the red hoses go? If you follow the lines, where do they go? Do they perform some specific function other than water heater?

Need more info...

In your picture, are those hoses just lying there unconnected? And are the other ends connected to the front of the water heater? On my boat the hot water from the engine to the water heater comes off the back of the engine heat exchanger and returns there. On the back of the hot water heater are the fresh water inlet and hot water outlet leading to the faucets and shower.

Two into one!

The two red hose in the picture are misleading , there is actually just one hose forming a short loop. The two ends of this short loop can be seen in the photograph.

Even more misleading...

because it takes two hoses, one from motor to tank and a return hose. On my boat you cannot see the house water lines, one enters the back of the tank from the starboard side and the other exits the tank into the port side. They do not run through the engine compartment. So the hose you have must be one of the two from/to the tank from/to the engine. It's also possible that you have an electric-only tank with no engine heat capability. Can you see the tank? Are there two hose connection points? pointing toward the engine?

Also two on heater.

Thanks for your conmments Ed, yes besides the two house water hoses, there are two hoses on my water heater which have been capped. I believe that the looped red hose in the picture is attached to the two hot water take-off points that would normally go to the hot water tank, but would like to be sure.
