Vinyl insert running length of mast track above gate

Guess it were installed to improve airflow over main attached with its bolt rope maybe?
Tides say better to install their product in the aluminium extrusion proper.
Anyone seen anything like this? How to remove? Get ahold of it with vise grip and just pull hard? lol...
