Unknown shroud??

Hey there knowledgable ones! On the mast of my O'Day 22 between the spreaders and the top of the mast is a pair of shrouds of some sort that end with blocks but are not long enough to reach the deck. Any ideas on what they are for? TIA

Guessing they are the upper portion of a lazy-jack system.
