Unknown drainage Source to thru-hull well

There is a drainage hole into the well area where my depth transduce and knot meter are mounted. It is under the fiberglass on the forward port corner and not round. This is a basic curiousity issue as it is not leaking water into the boat.

1. Is this original with the boat?
2. Any idea why it is there?

It is customary for the speed transducer to be pulled out periodically and clean the paddle wheel or even keep it out when not in use and replace with a plug. Doing this will let in a considerable amount of sea water in the process which has to be allowed to drain to the bilge, thus the drainage holes. All boats with removable speed transducer have it.
