Catalina 250 initially had a 30' luff to their headsails. They shortened the mast a few years down the road as some said it was tipsy. I recently bought a new headsail for my catalina 250. They are all 28' luff. Is there any problem weekend sailing with the short genoa.

Uh, let me get this right, they(meaning Catalina?) shortened the mast because some said it was too tipsy? Who told you that? Sorry, my brother, but you are completely mixed up.
The catalina 250 has always had a 28 foot luff. So did the catalina 25. But...the Catalina 25 TALL RIG has a 30 foot luff. As far as I know the Cat 250 was never offered in the tall rig configuration. The Cat 27 and the Catalina 30 both offered tall rig configurations...
In any event...... I can't think of any reason your sail would cause a problem... even if it did have a shorter luff. I would just be a smaller sail... I have 4 different sized headsails on my Catalina 27 standard rig... they all work great.
The problem would be if you bought the tall rig headsail with a 30 foot luff and tried to fit it on your 28 foot luff C250.... 'cause it wouldn't... like... uh.. fit.

You can fly a jib with a shorter luff by putting the bottom on a painter. I still think that the post above this one stated the right facts.
