As I was backing out - tried to put in forward. wouldn't go into forward. Panicked and cut motor - fortunately lots of searoom. Then shifted into neutral, started engine and shifted into forward - very stiff. Is this a transmission problem or shift cable? Any thoughts?

I would check and lubricate the shift cables first. Also check fluid levels in the gear.

First thing to do is see if it will go into forward at the engine, down below. If it does, then check the cable and the throw. If it doesn't you have other issues.

Yup! Sounds like something was interfering with the linkages at the motor/tranny. The age of the cables and previous preventive maintenance or lack thereof will start the cables to seize or get sticky.
