stress cracks

IF it is truly "non structural" it will not be a problem except that it will be a "cosmetic" blemish. However you stated that it "appears"(sp) to be non structural. I would get another inspection and a cost estimate to repair (even if it is non- structural).

Crack

You don't say where the crack is on the transom. Remember that you are looking at a 17 year old boat. Stress cracks are common, usually on inside of corners or from minor impact and usually a gelcoat issue and non structural. If the surveyor indicates it is not a structural issue I doubt it is. IMHO he only mentioned it so you know about it and covers his behind. I would rather buy a boat that has not been painted or repaired because that can hide more serious issues. You can probaly get a view of the area from inside the transom which will help you make a decision. The critical load area would be where the backstay chainplates are. Hope it works out for you.

Vladimir, here's a link to an archived discussion

of the same problem on Hunter 23.5s. I'm pretty sure that all of the earlier 'open transom' models suffered from this. In most cases it's not really structural if repaired properly. I would discuss 'Crazy Dave's' recommended repairs with the yard doing the work. http://archives.sailboatowners.com/pviewarch.htm?fno=0&sku=2004112094051.45&id=254904&ptl=Crack%20between%20lower%20transom%20edge%20and%20hull%20bottom#2004114065831.15 Good luck with the purchase.
