Trailer wheel packing

I re-packed trailers wheels about three months ago. One of the wheels had a lot of water in it mixed with remaining bearing grease.
I wiped the water/remaing grease out with rags and re- packed both wheels.
Now the same wheel has grease all over the tire rim.
Checking the backside of wheel hubs,with boat off of trailer, both appear relatively dry.
Is this a seal problem?....Please advise...........thanks in advance.

Sounds like the water is getting in through the bearing cap or bearing buddy. That's why the grease is on the outside of the wheel rim. For the sake of a couple of dollars I would also replace the seals for the back of the hub.

Pretty rare for a bearing cap or bearing buddy to leak(but it's possible) I'd say seals for sure(unless you used a grease gun without restraint as rick implied).
