Toilet drainage

Has anyone experienced two toilet drainage issues where waste water does not go from the toilet bowel plumbing to the holding tank? If yes, how did you correct the problem?

I bought a rebuild kit for my head to fix this problem. The kit contains seals, gaskets, and a new joker valve.
If you haven't rebuilt in more than a couple years, this is likely your problem. The joker valve has a finite service life.
