Twenty is plenty. I have owned a C22 with a 20" shaft and had zero problems. 25" is heavier, bulkier, and more expensive and is simply not necessary.

I recently purchased the new 2012 Tohatsu SailPro for my C25. (6HP, 25" shaft)

Love it so far. It only weighs 59# and is super easy to manage.

My motor mount has 3 settings:

Top - Motor all the way up, prop and gearbox half in water. (tilts for storage)

1st stop - Cavitation plate easily 12" underwater, motor mostly level with the transom for easy access to the starter, tiller and shifter. Fine for most conditions.

Bottom stop - motor very deep, cavitation plate easily under the bottom and in clean water. No difference in performance with 1st stop. Handles rough water and rolling waves. (for me, that's 2' chop and 3' boat wakes converging) Still easy to get to the tiller and shifter.
