Standard Black Anodized Toe Rail?
Hey Don, Is your toe rail that standard black anodized rail typical of the Cherubini Hunters? If so, I found that 3M's "Fiberglass Cleaner and Wax" works pretty well at getting rid of that chalky grayed appearance and bringing it back up to the flat black that it once was. Takes time and elbow grease and must be done each season (but with less elbow grease each time). As far as painting, I have found that almost any paint works on well cleaned and "primed" aluminum. And, herein lie the keys, cleaning and primer. The military uses zinc chormate almost exclusively for priming aluminum. Cleaning is done either by glass bead blasting or chemically (sorry I can not help here). The main thing is to get the oxidation off and to prime before reoxidation takes place. Then, its your choice of marine grade finish.
