I had said I would compare notes with you when I acquired my partial pop top 23. Well, the top raises super easy with a push up of two hands. If you are sure yours is unlatched, I would guess the gasket is sticking. Use a lot of knocks from underneath to see if you can pop it loose. Good luck.
