I had that idea also, but didn't know where to buy a steel tube the correct diameter. I need to trim the plates some, but it definately kept the rudder box from digging into the tiller.
I found one at a machine shop. Bored out the tiller to accept it. I did the same with the Rudder. For that I actually used a big piece of bronze tube a friend had. It worked great. My Rudder had wallowed out a big hole but that tightened it right up.
