I've seen this type incident before. 20 something fishing boat, I'll assume launched from a trailer forgot to install the drain plug. You stop to fish an before you know it your sinking. They go down to the pretty quick if they don't have positive flotation.
Hopefully he has a lifevest and they'll find him today.

Boat was found doing circles off of La Jolla. That is about 20 miles south of Oceanside.
