I have a Jabsco quite flush head.
The quite flush is 6 years old and the joker valve had not been changed. I decided to do some preventive maintenance and change it with a new one. Now the bowl will not hold water, it goes down to the bottom leaving maybe an inch of water, this happens within a minute. before it would hold a third of a bowl for weeks. Any suggestions?

is this not normal? mine does the same thing, but it takes about 3 minutes.... and I havent even worked on it yet!

I thought it was the normal design so it wouldnt spill out when in rough conditions, or when heeled sharply

Mine is the same when the holding tank is low. As the tank fills, there comes a point when self draining stops.

my ph11 does not do that it holds water in the bowl without draining

Before I replaced the joker valve it would hold water I have two heads and the other works just fine. When sailing you have the option to empty the bowl with one of the switch options, that is the way it's designed.

I have the Quiet Flush on our boat. It has never had the joker changed either. It holds a bowl of water for ever. We have to empty it with the built in macerator pump.
The joker valve did get put in the right way round didn't it ? .
Ours has worked very well, so far no problem. We have been very pleased with it.
We carry a service kit but so far it just keeps working. I don't see why changing the joker would cause that problem.

The joker valve will only go in one way, I adjusted the 90 degree output elbow to more of a vertical position. This has solved my problem with the water not staying in the bowl.

Great! Look at Figure 3, page 5 of @kloudie1 link. You just proved you don't have the optional high point vent or it is plugged. You want to clear the line of wastes, with water, and the siphon will continue until air from bottom of bowl breaks it.
The only back flow would be the volume of the line from high point, back to the bowl. Hopefully not too long of discharge line. IMHO the joker is a feeble attempt at preventing Black Water back flow from Hold Tank or other source.
I make sure the small amount of water is clear or more pump/flushes to make it clear.

it actually acts like the vented loop vent....... it lets contents out and no return into the pump and bowl....
EDIT:
only in reverse i think ....i am having a yogi bera moment here lol

True! When it works!
Put a cigar shaped object in the toilet and it gets lodge in the "lip", not going stop a back flow.
Plus a slight joker leak and the discharge line can siphon backwards, without the vented loop functional.

PS: @RHUMB RUNNER you should check to see if you have a high point vent.

Part #16 in a Jabsco manual toilet has nothing to do with it, neither does any vented loop. Except for the high end electric toilets with multiple flush options which include adding water to the bowl ahead of solids, marine toilets aren't designed to hold water in the bowl.

Your bowls only held water because water runs downhill and your joker valves were worn out...so any water left in a line that runs even slightly UPhill from the toilet will run back DOWNhill into the bowl when the joker valve becomes worn enough to prevent the slit from closing tightly behind each flush. At first it's just slow seepage, but in time the joker valve will become so worn that the slit becomes a hole that can no longer block any backflow.
In electric toilets, the joker valve is only supposed to block a flood into the bowl, which it can't do if it's worn out. But that's the least of what the joker valve does in a manual toilet...it's the single most important replaceable part...and it's essential that it be replaced at least annually Find the article "joker valve 101" in the archives for this forum for the complete explanation (it's also in my new book).
Joker valves in electric toilets should also be replaced annually or at least every two years if you don't want water from the toilet splashed all over the head when you heel. Use a cup from the sink to add water to the bowl ahead of solids.

My electric head has a bowl fill switch, when I added water it would not stay I have adjusted the 90 degree discharge flange to the up position. It now holds water when I add it.

i wonder if it will hold water if you fill the bowl up about 1/2 way or will it drop down the top of the 90 degree fitting...just asking

I'm guessing the amount of water that's left in the section of hose that goes straight up is the amount that will run back into the bowl. That's also assuming that the joker valve is too worn to block any of it.

The water does not back flush, this is a new joker valve. I can now add water in the bowl with out it siphoning out.
