table counter weight 29.5 1996

the counter weight for our cabin table seems to be stuck at the top of the stainless steel tube. The table is in the up position. It is probably rusted. I thought the next time we are on it, i will spray a lot of WD 40 in the hole where the pully is at the top of cylinder.

Please let me know if you all have a better solution.
