Swing keel Stuck up

Boat has been on trailer for 3 yrs before a tempting to lower swing keel. any sugestions on lowering tools, etc, Can it be done from inside.

I'd do it from below

Dale - I would try suspending the boat - do it right, please don't get smushed (insert applicable legal disclaimer here) - and using a pressure washer to blow any gook (note use of technical marine term)that might be holding the board up. If that doesn't work you may have a swollen board from water getting into it. Unlikely since the boat has been out of the water for years, but you never know. I don't think there is any way to free a board from above. I had a small twig wrap around the lifting line and jam the board when it was raised.

When the board got stuck on my Oday 22 I cut the rope that was used to pull the board up and took a small metal rod and a hammer to hit the board through the small hole. The board came down just enough so that I could drill a small hole through the board. I then attached a piece of rope through the hole and was able to pull it down.
