I have a 1975 Hunter 25', I just got it about a month ago dont know alot about sailboats. I will be moving back to North Alabama in a year and will either have to sale the boat or take it home to sail in the Tennesee River which is a big river but I need about 4.5 ft of water to be safe and this will be a huge pain in the river. Is it possible and cost effective to change or modify the keel so it doesnt draft so deep?

No its just not.

It is not worth the cost to do it and then you may wind up with something that wont sail well any way.

The cost of a new keel plus the labor, do not think about it. Could run as high $3000 or better. I have done several Catalina 25 keel conversions.
