If photo loads, you will see a port installed in a cat hull , inboard ,one in each hull only a few feet above the water. This seems to me to be the last place you would want one, sales people told me required as an emergency hatch. I think only about half of the people I saw Sat. would fit through that! Perhaps more likely for vent, air, rescue help in a capsize event?

Yes it's required by EU laws as an escape hatch in event of capsize. If you or anticipated crew can't fit through, then perhaps you should factor that into your buying decision. :)

It's also worrisome that the steps block it, and it appears that step would not be easy to quick to remove in an emergency. Also raises the question in my mind about whether the hatch release handles could be accidentally released or loosened by misplaced feet, as crew go up and down while the boat moves in a seaway.

Who exactly is it that requires this of a boat manufacturer in the EU?
I've seen escape hatches on several models of multihulls, but they were a designer's choice, not required.
