Suggestions for topping lift cleat

I recently purchased my first boat, a Catalina 27. Both the topping lift and the outhaul lines exit the boom and are made fast in two jam cleats. Both cleats are too small for the lines. Even if the lines were smaller, I'd still like a more secure way of securing both lines, cam cleats for instance. However, I'd like to not have to drill more holes than necessary in the boom. Both jam cleats are currently fastened to the boom with pop rivets. Any suggestions would be greatly appreciated.

If you drill out the pop rivets, couldn't you install the alternative fitting in the space occupied by the current fitting? If the holes don't line up, fasten the new fixture to a length of 1/4" inch aluminum bar stock and fasten the aluminum bar through the existing holes. Use a tap to thread the rivet holes so that you can use machine screws and split ring washers to mount whatever you decide to mountmount.
