When engine is running in or out of gear the packing gland has no drip. Is this something to be concerned about. If so, what can I do to get it to start dripping?

Without getting into this vast arena, the single most important detail to be observed is that the gland is running cool. If this is the case, dripping will not accomplish anything further other than a wet, stinking bilge .
