Stuck throttle? (15hp Chrysler/Johnson)

Our "new" boat came with a 15hp ob. It started fine, but wouldn't idle or rev up. I took a couple videos to show what is happening (when it it not on). Not sure why we can't keep it going in neutral...and why we can't freely move the the throttle handle...

Ps I am not super knowledgable about obs, so if it is an obvious thing I'm missing, don't be too judgy (I'm still learning) and appreciate any advice

It might no be possible to engage the gears with the engine off. It looks like you have a throttle linkage problem and if the engine won't run in neutral probably the carburetor is all gummed up and may require a rebuild. My advice would be to take it to a small engines repair shop, preferably where they work mostly outboards and let a mechanic look it over. Once it may be running well then you can take over the maintenance and learn about how the engine works and be able to do your own repairs.

Going to try and clean carb and start again... maybe when it is running and not quitting we can put it through its different gears and speeds

I’m sure taking it apart as far as you are comfortable and lubing up all the moving parts would help
