stuck swing keel

I just bought a 1983 Hunter 22. The swing keel won't drop down on its own. I need to dive under the boat and pull it down by hand. It swings back up fine using the line from the trunk, but then won't go back down again. Can I access the board from inside the boat? Is there a pin I am missing?

Barnacle Bill

Them thar old crusty crustaceans such as Barnacle Bill may be the problem. You may have to have that sucker lifted to clean the trunk. I hope you looked at that gal pretty good before you bought her mate.
