Anyone know how to fix a stuck CB? Stuck in the up position, can't raise to release tension on the pin, to let down. Any advice?

bread knife or carpenters saw
I have used a bread knife along the side of the cb to get any grundge out. I have also heard of a hand saw used gently to get the crud out. Access is from under the boat while it is on the trailer, otherwise a snorkel and swim are necessary.
