If they are just thin crack lines (not gaping open) in the brittle gelcoat surface, I wouldn't worry about them. Gelcoat is not very flexible, so it gets spiderweb-like cracks easily. You could try a gelcoat repair kit if they get wider.
You should check below deck to see if the stern rail has a backing plate. If it doesn't that could be one reason for the cracking because of stress. The other reason was stated in the first reply. If you don't have any leaking but are really concerned check out some books on sailboat repair or maintenence at the library. Good luck. 2
