Does the stop lever work by blocking the intake or through decompression?

We accidentally drained the batteries too much to get enough RPM's to start the motor the other day. Thankfully a 7A gel cell saved the day. However, if that's a decompression lever, I may have been able to pull it, hit the starter and then push the lever back in.

Based on the Parts Shop Manual (see attached images), I conclude that the lever controls the fuel delivered to the engine.

Correct. The stop lever cuts fuel to the engine.
