throttle cable
First thing to do is confirm it is the cable ! I had a similar thing and it was not the cable but the fuel pump shaft! Disconnect the cable and see if it sticks and check the fuel pump shaft it see if it stick. Correct as needed, you can lube the cable but as someone else said you might just as well replace it, if it is the fuel pump shaft you will need to use penetrating oil and free the shaft up and then coat the shaft with grease too prevent water and moisture. Both are small jobs if you are mechanical inclined should not be a problem to do ! If you lube the cable get some cable lube disconnect both ends and remove the cable from the housing,lube both the cable and housing as best you can and replace ! Good Luck !
