A few ideas
I'll relate a few things that could be the cause. 1) there should be a plastic bushing that the CB pivots on, this is held in by a bolt thru the CB trunk if the boat is a 1971-79 model. The 1980-85 DS II had a plastic pivot pin held in by a pair of wedges inserted from the outside. These later boats should not have a problem. 2) I had to round over the edges of the CB on my boat, that is the top forward edge (with board in up position) the CB is square-edges here, but the CB trunk is rounded, so the board gets jammed. 3) The CB may be too buoyant, O'Day purposely drilled a couple of holes in the board to let air out, perhaps these holes had been filled in by a previous owner? I have diagrams of my CB mods, plus a memo from O'Day describing the drilled holes.
