stern vents and exhaust fan

Does a diesel Vega really need the two vents at the stern over the lazarette?
One vent has a defunct fan connected to it.
Is this fan required?

I assume the vents are for fresh air for the engine and exhaust for the engine compartment (required on gas engines).

One of the vents is broken, is there a source for replacements?

Vents available from me off group (steve@...)

One is for engine intake and the other is the famous Vega Venting system...
