Should I wait to step the mast when the boat is on land or can it be done effectively while in the water? Your thoughts would be greatly appreciated.

Land ho!

By all means, you need the stability of land as well as room to walk around to get the mast up. I just wrote a list of to-do's for this procedure that you can find in the Archives.

Ditto "hp" Set Mast While on Trailer

We have a 16 foot day sailor which I used to step the mast in the water. The problem with this is the boat is not very stable and when raising the mast it causes a lot of swaying. Puting the mast on while the boat is on the trailer makes it much easier as the boat is rock solid. Also, rigging the boat on land doesn't tie up the launching dock. Caution: Check for overhead lines.
