Steering Repair
I assume you have a Merriman Yacht Specialties steering pedestal. To start it is not push / pull so much as pull / pull. Pieces of cable with threaded studs on the ends are connected to a central piece if drive chain which is acted upon by a sprocket on the steering wheel's shaft. After disconnecting the cable end studs from the steering quadrant on the rudder shaft, pull off whatever is at the top of the pedestal, either a compas or some sort of covering. You will see the chain sitting on the sprocket. reach in, pull it off the sprocket and pull the whole assembly out. Pay attention to how the cables exit below and cross over to the quadrant. Attention before will make reassembly later much easier!
