Steering components

I'm working on the steering components on my Hunter 37. Hoping someone can clarify a couple of things.

1. I took the radial drive wheel off and found 2 large nylon washers. The bottom one is attached to the boat and the top one sits on top of the bottom one. Both are around the rudder post. I cleaned the top one but it is sticky. Making me think it should be greased. ---opinions?

2. I want to change the shift and throttle cables while I have everything apart. Search this site and found lots of good information. One thing I'm confused on is the clamp that is locate on the aft side of the pedestal. Another marina mate said when he did his it came apart inside and was incredibly hard to put back. Is this meant to loosen somewhat while being careful not to take completely off? Or is it just the nature that it will come apart.
