Steel cable in boom ????

I'm new to sailing and just bought a H23. There's a steel cable shackled to the clew(?) with the other end of the cable inside the boom attached to a pulley that just lays loose attached to nothing.

Wondering if someone is willing to take a crack at the PO's intent of the cable and pulley "inside" the boom. Is't the out haul pulley typically on the "outside" of the boom??

I am not sure what exactly you mean, pics may help. Also, maybe post this on the smaller boat forum.

On my H23, there are three sheaves at the aft end of the boom, and three jam cleats up front. One is for the outhaul - the line runs up through one jam cleat, through the boom interior, through the matching sheave and then is tied to the sail's clew. Mine is not steel.

The other two are for the reefing line and for the topping lift. It is possible the cable you mentioned is for the topping lift, but it is hard to tell from the words.

PO was probably trying to get a 2:1 purchase on the outhaul. Would require a light line, maybe 5/16" fixed on one end, probably at the gooseneck, and the other "running", maybe out of the boom bottom to a cleat to allow adjustment.
EDIT: MEant to mention that the line would run from the anchor through the pulley sheave then out of the boom so it could be adjusted.
