My hx260S (hand-held VHF submersible) appears to be missing a gasket(s) at the top of the battery case, where it joins the body (seen from rear).

I would agree with Tim'r. My guess is that they would use o-rings and no gaskets if it is in a place where they are trying to protect the electronics.
Their customer support is your best bet.

I contacted Horizon and got this answer. Thanks for suggestion..

The HX260S and the CNB260 were sealed independently. There is a grey gasket that goes around the majority of the HX260S, except the top back portion. As you can see in the picture below there is a small black rubber gasket around the battery contacts to ensure no water crosses these two contacts. There is no O ring that prevents water from entering through the gap in the top."
