Do you want form stability or dynamic stability?

A very stable 9 foot boat is going to be a bit of a problem. Stability comes with size and hull shape and displacement. You can have very light, agile, and tender and you can have moderately heavy, rather flat bottomed with great initial stability.

Walker Bay 8 or 10 foot

Get the Walker Bay dingy but make sure you add the tube that goes around it. The tube adds a lot of stability, makes for a "natural" bumper so no knocking sounds at night, and the Walker Bay's can be sailed, rowed, and powered. Most folks get the dingy without the tube and find it tippy, the tube definitely adds stability. Check the Walker Bay site.

David the flat bottom or nearly flat bottom small

boats are very stable initially but at a certain angle of heel will cheerfully capsize. Many of the round bottom small baots seem very tender at first but at a certain angle of heel get quite stiff. I don't think that you will find form stability and dynamic stability in one hull form. You may, I have not seen all of the designs on the market.

List is fairly short

This list of fairly stable dinghys to sail or row is fairly short. The top three are the Trinka , Fatty knees, and Dyer Dhow. There are others that are close to these designs but slightly less expensive. Sumner is the one I used for years and it was a nice dinghy. I have just purchased the Trinka which I think is the most attractive and best rowing of them all. Just do a Goggle Search and you have lots of reading to do.
