ST30 Speed Calibration Problems

I have a '97 310 with a ST30 Speed which does not give the proper speed (as compared to GPS). I've tried to calibrate per the manual, however it is always 1 to 2 knots slower than GPS - but never the same number depending upon the speed. Do I need a new transducer? New paddle wheel? Any suggestions would be great. Thanks!

Calibration Factor

Did you enter a calibration factor. GPS Speed Over the Ground(in slack water)/ Boat Speed= Calibration Factor. The calibration factor for most installations is around 1.2. The instructions for doing this are on page 23 of the manual.
