Is the owner's first name Frank and if so I know the situation. I think the daughter is left in charge but never around. It never was like that when Mrs. Owner was alive. So far I think this is the situation.
I would call the county sheriff's office advising the motor is being removed and kept for safe keeping explaining why and you are trying to attempt to locate the parties involved. At the same time, I would suggest also calling DGIF and talk with either Cindy or Janet explaining the situation and mention my name and they will probably help you in contacting the owner with the supplied boat numbers. Then call the owner advising what is happening and what is being done to secure the motor and you will meet them to return the motor . Liability will rest on the marina operator and owner. Hopefully Frank resolved the issue. I think the owner would be most appreciative that you are looking out for his or her boat. I use to do that and everyone appreciated the fact that someone was looking out for their boat. The big think is communication
