Small Ariston water heater on 1000 W inverter?

Can anybody tell me how I could drop the demand of a hot water heater from a designed 1500 W to 1000 W? I have a 1000 W inverter and it would be great to be able to heat one of those small 2.5 gal Ariston hw heaters on the hook. My engine is raw water cooled and so can't effectively use the engine and a heat exchanger hw tank.

Can reduce voltage, but it's not pretty....

Reducing voltage to the heater will reduce the load watts; it's not 1:1 ratio, but I'll spare you the math. Adding a "buck-boost transformer" would do the trick, but wiring could be a little confusing; transformer is about 30 lbs. and the size of a breadbox.
