I think I know what you are asking about.....
Since my boat is slipped not far from you, I am in Sheepshead Bay Brooklyn, I can offer this as a strong possibility why your BOAT is moving slower.
This year has been an unusually active for the growth of barnacles in our area. The boats in our Club have ALL had their props fouled to the point on non-recognition and had to be scraped. My Cat30 was one of them. Like you, at full throttle, I made about 3.5 knots in relative calm.
Once our resident diver inspected and spent almost 1/2 hour scraping, my speed was back to it's normal 5.5 at 2200.
That was about 2 weeks ago and guess what?.......My speed has started to slow a bit...again! I guess it's time to inspect. Thank God the water temps are dropping. Maybe now the growth will slow down.
Clean the prop and you'll enjoy the speed again.

It was normal moving until in the mid of July start moving slow even at full trotlle (2500RPM).
