I am rebuilding a SL Anchorman 900.
I have replaced the seal ,bearing, and circlip. When I re-installed the shaft and Gypsy, the base would not go down the shaft far enough to seat the Gypsy correctly.
I believe that the cause is the rusty ring around the shaft that may be part of the old bearing housing .
I could grind the part down and remove it, but I'm not 100% sure I'm correct . I have looked at a new shaft on ebay and it appears I'm right.
I anyone has any experience and advice it is appreciated

I think you are absolutely correct. It looks like the inner race of the old bearing. You could heat it with a torch to expand it and slip it off.
