I've got a 74 O'day 23 pop top. When I bought the boat it had a VERY small jib that I suspect should be on something much smaller than my boat.

I'm going to buy a new/used jib for this season but I need to know what size to buy.

I'm feeling stupid but I just don't know.

It has basic measurments stored for your boat that can give you a great starting point. I ordered sails through here last spring and have been very happy with them so far. A quick glance shows prices between 640 and 730.

Based on IJPE of 27.8'/9.6'/24'/9.3' and LOA of 23'

Not a stupid question at all.
There is no "correct" size for your boat- it depends on the conditions you sail in. Given the dimensions of your rig, there are a lot of choices to fit it, from jibs to large genoas that extend well aft of the mast. My 23 has a 130% genoa, which seems to be a pretty good compromise sail for the range of conditions we see on our lake. However, if the winds get upwards of 15 knots, that sail is a little too much.
If you have a furler, you can buy a larger sail with foam sewn into the luff so that you can adjust the size of the sail and maintain relatively good sail shape. Without a furler, you will have to buy other sails to match the conditions. Maybe the one you have is a storm jib.

It is possible it's a storm jib. Just really small for the boat. I'm teaching myself to sail with this boat having never sailed before last summer when I bought it "cheap". I'm looking over on http://www.usedsails.com/ trying to find a sail that will work but my ignorance is surely working against me on this.

I will say we don't get very good wind at my lake which is why I'm looking for a bigger sail to make use of what I do get better. This week I'm building the pvc furler for it along with some other small improvements to allow me to sail it from the cockpit alone.

ANY and ALL help is greatly appreciated!

I guess a better way to ask is this. How do I take the following measurements and pick a sail that will work on my boat?

I'm only looking for a use sail at this time to conserve capital for other repairs to the boat so having one made isn't really an option.

There is nothing ignorant about asking questions (especially before you plunk down money on a sail).
Using IJPE will give you the planned max luff and foot for your headsail. J is the foot of your headsail if it filled 100% of the triangle formed from the Top of the mast, to the deck (also known as measurement I), then forward to the tack for the headsail and then back to the top of the mast.

So, on a Oday 23-1 with an IJPE of 27.8'/9.6'/24'/9.3', your max luff would be about 29.4 feet, and max foot would be 9.6 feet. These numbers should be the theoretical max Jib for your boat.

You can however go longer on the foot (and that would change the percentage.) For example if the foot of your jib is actually 12 feet long your are running about a 125% jib, which I think was standard on the O'day 23's.

If you buy a used sail, they are often listed by luff and foot, so those measurements above are the starting point for your search (check minney's yacht surplus for numerous used sails too.) I would recommend getting out a tape measure to make totally sure that your rig matches the proposed dimensions above. Manufacturers often changed things during a run, and with owner modifications not to mention just wear and tear, dimensions can be different from proposed.

In short, look for a luff of 29 feet and a foot of around 12 feet and I think you will be happy with the result. And then of course...go sailing!
