It is not a seal. The seal is above it on the ledge where the hatch sits. It is only a trimming to hide the edge of the fibreglass where it comes down. It is very doubtful that you can still find the exact plastic trimming. I would remove the rest of it around the hatch and fabricate a nice one with teak. It can be glued to the fibreglass of even screwed in. Good luck.
