Sea dog 422110 panel switches

I have an old Sea dog 422110 fuse panel that I am re wiring. The panel seems to work fine but i can't get the switches to illuminate when the circuit is on. I thiink these are illuminating switches, but I can't find any way to replace a bulb (assuming the bulbs are bad). I also have a hard time believing that all of my switches work but all of the bulbs are bad. Does anyone know if these are even illuminating switches?

Thanks guys, that's the one. I have the wiring diagram and I'm wired correctly, but I can't see how I can maintain the lights in the switches. Doesn't seem likely that all of the switch lights went bad while the switches went out. Has anyone run into this before?

If all the lights quit at the same time it would likely indicate the optional ground wire has corrosion/break. Have you tested the optional ground (-) to positive side of the buss with either a test light or multimeter? Test light might be preferable as a badly corroded connector could still allow 12v but little amperage to show on the multimeter.
