Now that "America's finest city" is now "America's brokest city" (thanks to Dick Murphy and the rest of the parasites on the council) It seems that cutting the budget means closing the last free mooring in Cali. What I'm wondering is, who determines who gets to use all the moorings in the bay. There are several mooring locations most have boats, that as far as I can tell, have a permanent spot on that mooring. But the official word is that these moorings are for temporary usage and you must have a permit...So whats the deal with all the boats that are obviously permanently moored? do they own the mooring? or do they have a buddy in the Harbor police? have they been grandfathered in? I don't want to casue trouble but I'd like to know what the real rules to the SD Bay mooring scene are.
