Engine has RPM but won’t move.. I thought the prop might be fouled and there was a lot of kelp around the keel, but nothing on the prop. Prop is intact and spins. Please any suggestions on troubleshooting this? Also, the boat is in Cabrillo Marina in Los Angeles if anyone has any recommendations on someone to work on it. ?
