I'm probably the last person in the world to discover these handy pads, but I'll share this thought anyway 
On my last haul out for bottom painting, the yard I was at prohibited sanding without completely tarping off the sides of the boat to prevent dust migration. The last bottom job had been done at home, with all the old paint stripped off, so the boat bottom was in pretty good shape and didn't require any major surgery.
So instead of using a sander to rough-up the surface, I used a 3M abrasive pad, dipped in a bucket of water, to 'key' the surface for a new coat of anti-fouling paint. This worked really well, as the wet residue from scuffing was easy to sponge off the tarp and dispose of at the yard's catch pit.
