The USCG has recently posted an information page on their Recreational Boating website. Note the requirement for "Proof of Competency." NASBLA-approved courses are available locally through the USCG Auxiliary and the US Power Squadron.

"Exceptions: non-resident operators whose pleasure craft is in Canada less than 45 days"

They indicated that "competency exception" may be going away.

You should note that the competency as it stands is only for operators born AFTER April 1, 1983 (20yrs old or younger) AND also for operators (all ages) of boats with motors UNDER 13 ft i.e. dinghy. A 44 ft sailboat operator has no compentency requirements yet.
