sail measurement

I'm trying to find out what kind of foresail my Catalina 250 has. I measured the foot at 9' and the leech at 27' but those measurements don't seem to match what is in my owner's manual sail plan. I'm guessing that my jib is the standard jib but I"m wondering why it isn't 29' as it says in sail plan. Could I be measuring something wrong? Also, if my mast is about 28' tall, is that a standard rig and not a tall rig? I am pretty sure I read somewhere that a water ballast 250 would not have a tall rig since it would scare people.
